I'm surprised he said lactose intolerant people can eat anything parev; the London Beit Din has a warning on its website that parev food is not always suitable for the lactose intolerant, as dairy may be mevatel from a kashrut point of view, but still dangerous to the lactose intolerant. Maybe there are different standards for bittul in the US?
